have single hung windows in mobile home, how do you clean without removing inside storms?

bottom of windows come out or go up so you can use the screens, but top of windows are stationary and only way to move them is to unscrew the inside window from the frame. need to wash windows, but how?

How do I clean windows when the white paint runs when it gets wet?

I just brought a new house. I went to clean the windows and the white paint/line between each pane comes off and smears everywhere. It looks terrible when it dries. I want to be able to wash the second floor windows without it smearing everywhere.

Anyone who rents a condo ever hire a window washer to clean their windows?
